The cold winter weather in early December led to increased consumption, which caused storage levels to fall. Due to the higher temperatures of the last few days, consumption is falling and the storage facilities are filling up again. This cycle is common during the heating season.

With the preparation of the Gas Emergency Plan in 2019, the final emergency level for the Federal Republic of Germany was also described. In comparison to the alarm level, the declaration of the emergency level requires significant disruptions to the gas supply or another significant deterioration in the supply situation, so that sovereign intervention by the federal load distributor can no longer be avoided. After the declaration, the Federal Network Agency becomes the federal load distributor. In addition, various simulations are carried out that examine different scenarios, taking into account the probability of occurrence.

Indicators for Declaring the Emergency Level
Exact indicators have not yet been published. The emergency plan itself lists massive and long-term supply failures, insufficient availability of control energy, endangerment of the supply of protected groups and failures of essential lines.
