Resolution No. 2463 introduced both concessions and requirements for sellers selling remotely that did not exist before.
For example, if a customer returns a piece of jewelry, complex equipment or a vehicle purchased from an online store, the seller has the right to demand that the following conditions be met:
the presentation of the returned product must be preserved, as well as its consumer qualities;
the buyer has documents or other evidence of the completed purchase.
If these requirements are not met, the seller has the right not to process the return.

The responsibilities of a remote seller, as set out in Resolution No. 2463, are as follows:

As soon as the client has submitted a purchase request, send him a confirmation of the transaction (this is specified in paragraph 14 of the Rules). The confirmation must indicate the order number or something else with which the client can obtain information about the purchase and sale agreement and study all its points.
General requirement for distance trading: the goods are transferred to the person who has shown the seller (here he is represented by the courier) information with the order number (unless there are other conditions specified in the contract or in the current laws (clause 20 of the Rules)).
It is worth considering that Rospotrebnadzor recently issued clarifications to the new rules for the sale of certain types of goods. The clarifications state that the seller, at his discretion, has the right to include restrictions on the receipt of purchases by third parties in the purchase and sale agreement. In particular, this is justified in cases of purchasing expensive goods. From the point of view of developing loyalty, this is a very correct measure, from which both parties to the transaction benefit.
There is another rule regarding delivery: if the order was not delivered due to the fault of the buyer (even though the seller tried to do it within the terms specified in the contract), then, guided by the sales contract, the seller is obliged to agree on the terms again with the client and carry out repeated delivery. For the seller, of course, there is a preference in this, but he will have to spend money on delivery again, because in this case he is only obliged to agree on the terms.
The sales format of door-to-door trade, for which Resolution No. 2464 also provides for innovations, was also not overlooked.
